0 Full read/write access in both privileged and unprivileged CPU modes
1 Read/write in privileged modes, read-only in unprivileged modes
2 Read-only in both privileged and unprivileged modes
3 Read/write in privileged modes, inaccessible in unprivileged modes
4-15 Reserved
