Tweak to C compiler bounty wording

Hi. Following some feedback, we’ve made a few tweaks to the wording of our C compiler improvements bounty so that the intent is a bit clearer. It’s still a very technical bounty, but it was clear that the emphasis in the original wording was a bit misleading around our intent (which is to improve the compiler so it’s better able to make use of features in more modern ARM chips).
