The !Make application supplied with the current C/C++ tools release seems to be broken. The !Make folder itself only contains the choices folder, and !Make’s !RunImage seems to be inside the Tools folder instead of inside !Make itself.

Fixed in the latest tools CD ISO image (DDE 20 – update). If you have a problem with !Make being broken, drop us a line at ctools@riscosopen.org quoting your developer key and we will point to to a link to download the latest ISO image.
