!Alarm application shows incorrect time on Set Alarm dialog

I am running RISCOS 5.19 on a Raspberry Pi. The clock is set to the EST time zone. The time is correct on the Icon Bar. After left-clicking the clock icon, the set alarm dialog is displayed. The time shows 5 hours earlier in this dialog.

Additionally, clicking the up/down arrows for hours and minutes does not produce expected results (i.e. moving 1 unit at a time). These issues together make it difficult to set an alarm at the desired date and time.

Was an asymmetry in the time conversion, so each click of the mouse would try normalising the time (causing a shift) before applying the change.
