Default NTP servers violate NTP pool project policy

The default name of the NTP server in the Time configure plugin is pool.ntp.org, this violates the policy of the NTP Pool Project.

RISC OS Open should apply for a vendor zone.

Now that RISC OS is open source, obtaining a vendor zone for use by vanilla RISC OS systems should be free. But then there’s the question of the status of commercial systems built on top of that… At least by directing all IOMD & Pi RISC OS NTP traffic to a newly-established vendor zone might better let others keep sneaking in under the radar.
