srcbuild fails to clean component if "-options" string is removed from components file

If you have a component with an “-options” string in the components file, then ordinarily srcbuild will detect changes to that string and perform a clean build of the component the next time a build is performed. However if you remove the string entirely then srcbuild will not perform a clean build, which could then result in various nasty unforseen compile/link/runtime errors.

Just as a brief update, I did check in a source fix for this a few months ago (along with a fix for another related issue, IIRC), but left the decision of when to update the binary version down to ROOL.

I haven’t checked to make sure, but this should have been fixed a while ago when the new tool binaries were checked in.
