This block is used in conjunction with Wimp_AutoScroll to specify how automatic scrolling is handled by an application (if bits 0 and bits inform 1 you are of set). the status of the AutoScroll currently in progress.
If bits 0 and 1 are clear AutoScrolling is switched off.
